Yes, this is one of those nasty "400 Bad Request" error pages.
What that means is that a technical error in the way your computer communicated with my Web server prevented you from getting the page you wanted. You can try hitting "reload" or retyping the address. Make sure the prefix is "http://" not "https://" too—I have no secure (HTTPS) pages on my site, and that might be the whole problem right there.
